Sen Xenophone, Julia Gillard, do you support lawlessness?

Good morning sen Nick Xenophone,

I try not to repeat the content of the attached document only a few important points.

The most basic duty of the government is to ensure the peace, and order. the SA government deliberately ensure disorder and lawlessness. When all the offices and officials fail, I turned to the Ombudsman who totally ignore my report. This is a lawlessness.

The dog X is one of nearly a million of neglected and abused dogs. This one again wake me up before the sun rise. It does every morning for months and years. Please do not ask me about the other people or procedures or who supposed to do what or even what I suppose to do, just take it as described.

All officials support the legislation which makes legal irresponsible dog ownership.

Senator, if it would happen that yourself came over and witnessed, filed the case against the owner of dog X or dog Y and dog N or any other on the street behind my backyard, any of those owners in court could say: what is in the rules that I have to do that I failed?
There is no answer and the owner would be free to continue the negligence of his dogs.

I have identified the problem of the SA and in fact Australian legislation on dog management and proposed a simple amendment. I propose to legislate that all dog owners are fully responsible for their dogs at all times. For legislation to be sensible the basic duties must be specified. Example. The owner must choose a right dog for the ability, environment etc…
It is only natural that everyone must assume responsibility for own decision and also dogs same way as for own children as for own cattle and so on. In fact the legislation can be fixed by drafting a general legislation on all animals under a human control. Sure specific animals would have somewhat different requirements than dogs.

Premier Mike Rann and all other relevant officers refuse to legislate my amendment therefore supporting the dog negligence and cruelty and ensure human suffering. Ombudsman also refuse to support my amendment of responsibility.

Senator, the dog X have chased me a few times from my home when one failed to stop barking after 2am barking continuously whole evening and most of the day. I had to seek shelter in friends home asking them in the middle of the night to let me in.

Knowing that there is no legal requirement to do right thing with dogs, what the local councils do and the RSPCA and Dog and Cat Management Board and the ministers is beyond imagination. Only one word describe their behavior: psychopaths.
Psychopaths are the people who routinely lie, manipulate are immune to negligence and suffering reports.

Yes RSPCA supports this negligence and cruelty because it is legal.

Senator Xenophone, in SA the only sure way to stop notoriously barking dog is to kill one in anger!

And desperate people do it. On the markets and in places you hear that here and there a dog was killed by someone.  It is a gross negligence that government gives no alternative but allow people to resort to such measures. It is sick government which refuse to legislate a natural responsibility!
